DEBATE - The House proceeded with one hour of debate on H.R. 2954.

The rule provides for one hour of general debate on both measures. Only those amendments printed in Part A of the report shall be considered for H.R. 3326. The amendment printed in Part B of the report, relating to H.R. 2954, shall be considered as adopted. The rule allows for one motion to recommit with or without instructions for both measures.

Considered under the provisions of rule H. Res. 693. H.R. 2954 — "To amend the Home Mortgage Disclosure Act of 1975 to specify which depository institutions are subject to the maintenance of records and disclosure requirements of such Act, and for other purposes."

Res. 694 — "Providing for consideration of the bill (H.R. 4712) to amend title 18, United States Code, to prohibit a health care practitioner from failing to exercise the proper degree of care in the case of a child who survives an abortion or attempted abortion, and providing for proceedings during the period from January 22, 2018, through January 26, 2018."

DEBATE - The House proceeded with one hour of debate on H. Res. 696.

Considered as privileged matter. H. Res. 696 — "Providing for consideration of the Senate amendment to the bill (H.R. 195) to amend title 44, United States Code, to restrict the distribution of free printed copies of the Federal Register to Members of Congress and other officers and employees of the United States, and for other purposes; waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules; and providing for consideration of motions to suspend the rules."

The House received a message from the Senate. The Senate agreed to H. Con Res. 98 and the Senate agreed to the House amendment to S. 139.

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 694, the Chair put the question on ordering the previous question, and by voice vote announced that the ayes prevailed. Mr. McGovern demanded the yeas and nays, and the Chair postponed further proceedings on the question of ordering the previous question until later in the legislative day.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Francis Rooney of FL to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson (SC) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson (SC) objected to the voice vote based upon the absence of a quorum, and the Chair postponed further proceedings until later in the legislative day.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The House convened, returning from a recess continuing the legislative day of January 18.

The Speaker announced that the House do now recess. The next meeting is scheduled for 12:00 P.M. today.
