UNFINISHED BUSINESS - The Chair announced that the unfinished business was on the motion to recommit with instructions on H.R. 2954, which was debated earlier and on which further proceedings had been postponed.

The House convened, returning from a recess continuing the legislative day of January 18.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Senate amendment, the Chair put the question on the motion to agree to the Senate amendment with an amendment, and by voice vote announced that the ayes had prevailed. Mr. Frelinghuysen demanded the yeas and nays and the Chair postponed further proceedings until a time to be announced.

The instructions contained in the motion seek to require the bill to be reported back to the House with instructions to add language mandating certain officers and institutions to confirm that they abide by requirements outlined within the amendment.

Mr. Ellison moved to recommit with instructions to the Committee on Financial Services.
