Mr. Royce (CA) moved to suspend the rules and pass the bill, as amended. H.R. 3445 — "To enhance the transparency and accelerate the impact of programs under the African Growth and Opportunity Act and the Millennium Challenge Corporation, and for other purposes."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

Considered as unfinished business. H.R. 4258 — "To promote the development of local strategies to coordinate use of assistance under sections 8 and 9 of the United States Housing Act of 1937 with public and private resources, to enable eligible families to achieve economic independence and self-sufficiency, and for other purposes."

DEBATE - The House proceeded with one hour of debate on H. Res. 693.

Considered as privileged matter. H. Res. 693 — "Providing for consideration of the bill (H.R. 3326) to increase accountability, combat corruption, and strengthen management effectiveness at the World Bank, and providing for consideration of the bill (H.R. 2954) to amend the Home Mortgage Disclosure Act of 1975 to specify which depository institutions are subject to the maintenance of records and disclosure requirements of such Act, and for other purposes."

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Fitzpatrick demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Fitzpatrick objected to the voice vote based upon the absence of a quorum, and the Chair postponed further proceedings until later in the legislative day.
