The House received a message from the Clerk. The Clerk transmitted to the House a facsimile copy of a letter received from Mr. Josh Lawson, General Counsel, North Carolina State Board of Elections, indicating that a special election has been ordered for the Ninth Congressional District of North Carolina.

SPECIAL ORDER SPEECHES - The House has concluded all anticipated legislative business and has proceeded to Special Order speeches.

Mr. Cicilline asked unanimous consent that when the House adjourns on Thursday, March 14, 2019, it adjourn to meet at noon on Monday, March 18, 2019. Agreed to without objection.

UNFINISHED BUSINESS - The Chair announced that the unfinished business was on the Speaker's approval of the Journal and put the question de novo.

Res. 24 under a closed rule; Rule also provides for proceedings during the period from March 15, 2019, through March 22, 2019

Considered under the provisions of rule H. Res. 208. H. Con. Res. 24 — "Expressing the sense of Congress that the report of Special Counsel Mueller should be made available to the public and to Congress."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair, would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Harder of CA to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Harder (CA) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Harder (CA) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.
