The Chair announced that the objections of the President to H.J. Res. 46 would be spread at large upon the Journal and the veto message would be printed as a House document (116-22).

Committee on Vital and Health Statistics - Pursuant to section 306(k) of the Public Health Service Act (42 U.S.C. 242k), and the order of the House of January 3, 2019, the Speaker appointed Dr. Vickie M. Mays, Los Angeles, CA.

Govering Board of the OCE - Pursuant to section 104(c) of House Resolution 6, 116th Congress, and the order of the House of January 3, 2019, the Speaker, after consultation with the minority leader, appointed the following individuals to the Governing Board of the Office of Congressional Ethics: Mr. David Skaggs, Colorado, Brigadier General (retired) Belinda Pickney, Virginia, Ms. Karan English, Arizona, Mr. Mike Barnes, Maryland. The minority leader, after consultation with the Speaker, nominated the following individuals: Ms. Allison R. Hayward, Virginia, Mr. James M. Eagen, III, Colorado, Mr. Leon Acton Westmoreland, Georgia, Mr. Paul D. Vinovich, District of Columbia.

Joint Economic Committee - Pursuant to 15 U.S.C. 1024(a), and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the Joint Economic Committee: Mr. Schweikert, Mr. LaHood, Mr. Marchant and Ms. Herrera Beutler.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk transmitted a sealed envelope received from the White House on March 15, 2019, at 4:42 p.m., said to contain a message from the President returning without his approval H.J. Res. 46, a Joint Resolution relating to a national emergency declared by the President on February 15, 2019.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she received the following message from the Secretary of the Senate on March 14, 2019, at 3:02 p.m.: that the Senate agreed to S.J. Res. 7 and H.J. Res. 46.

PLEDGE OF ALLEGIANCE - The Chair led the House in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - Pursuant to section 2(a) of H. Res. 208, the Journal of the last day's proceedings was approved.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The Speaker designated the Honorable Jamie Raskin to act as Speaker pro tempore for today.
