GENERAL DEBATE - The Committee of the Whole proceeded with 10 minutes of further general debate on H.R. 1.

An amendment, offered by Mr. Neguse, numbered 70 printed in Part B of House Report 116-16 to allow 16 and 17-year-olds to pre-register to vote ahead of their 18th birthday.

On agreeing to the Golden amendment; Agreed to by voice vote.

DEBATE - Pursuant to the provisions of H. Res. 172, the Committee of the Whole proceeded with 10 minutes of debate on the Golden amendment No. 72.

An amendment, offered by Mr. Golden, numbered 72 printed in Part B of House Report 116-16 to authorize the commission to refuse to certify a candidate to participate in the matching public finance program if they have been assessed three or more civil penalties in one or more elections previously and makes a candidate not eligible if there has been a willful violation. The amendment references criminal penalties for violations of the law.

On agreeing to the Kirkpatrick amendment; Agreed to by voice vote.

DEBATE - Pursuant to the provisions of H. Res. 172, the Committee of the Whole proceeded with 10 minutes of debate on the Kirkpatrick amendment No. 71.

An amendment, offered by Mrs. Kirkpatrick, numbered 71 printed in Part B of House Report 116-16 to require verification value of credit cards for the purchase of online advertising.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Neguse amendment, the Chair put the question on the amendment and by voice vote, announced that the ayes had prevailed. Mr. Neguse demanded a recorded vote and the Chair postponed further proceedings on agreeing to the amendment until a time to be announced.

DEBATE - Pursuant to the provisions of H. Res. 172, the Committee of the Whole proceeded with 10 minutes of debate on the Neguse amendment No. 70.

The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Considered as unfinished business. H.R. 1 — "To expand Americans' access to the ballot box, reduce the influence of big money in politics, and strengthen ethics rules for public servants, and for other purposes."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair, would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Lowenthal to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that she had examined the Journal of the last day's proceedings and had approved it. Mr. Takano demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Takano objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.
