DEBATE - Pursuant to the provisions of H. Res. 460, the Committee of the Whole proceeded with 20 minutes of debate on the Quigley amendment en bloc No. 1.

Amendments en bloc offered by Mr. Quigley, comprised of the following amendments printed in Part B of House Report 116-126 as en bloc No. 1: Nos 11, 12, 14, 15, 17, 20, 21, 22, 23, 25, 29, 31, 37, 38, and 39.

The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Considered as unfinished business. H.R. 3351 — "Making appropriations for financial services and general government for the fiscal year ending September 30, 2020, and for other purposes."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Pence to lead the Members in reciting the Pledge of Allegiance to the Flag.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
