Doc. 116-45).

DEBATE - Pursuant to the provisions of H. Res. 445, the Committee of the Whole proceeded with 10 minutes of debate on the Woodall amendment No. 229.

An amendment, offered by Mr. Woodall, numbered 229 printed in Part B of House Report 116-119 to strike section 193, notwithstanding paragraph 9 and section 117(j)(2), the proceeds of a secured loan under the TIFIA program shall be considered to be part of the non-Federal share of project costs required under this title of chapter 53 of title 49, if the loan is repayable from non-Federal funds.

The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Mr. Takano moved to suspend the rules and pass the bill. H.R. 2196 — "To amend title 38, United States Code, to reduce the credit hour requirement for the Edith Nourse Rogers STEM Scholarship program of the Department of Veterans Affairs."

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on June 24, 2019, at 11:14 a.m.: that the Senate passed H.R. 559.

The House convened, returning from a recess continuing the legislative day of June 24.
