DEBATE - The House proceeded with 10 minutes of debate on the Curtis motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment stating that Section 2 of this Act shall take effect on the date the President certifies that the enactment of this Act will not result in a net increase of Russian oil and gas imports into the United States.

Mr. Curtis moved to recommit with instructions to the Committee on Natural Resources.
