POSTPONED PROCEEDINGS - At the conclusion of debate on the Young amendment, the Chair put the question on the amendment and by voice vote, announced that the noes had prevailed. Mr. Young demanded a recorded vote and the Chair postponed further proceedings on agreeing to the amendment until a time to be announced.

DEBATE - Pursuant to the provisions of H. Res. 548, the Committee of the Whole proceeded with 10 minutes of debate on the Young amendment No. 1.

GENERAL DEBATE - The Committee of the Whole proceeded with one hour of general debate on H.R. 1146.

The Speaker designated the Honorable Sean Casten to act as Chairman of the Committee.

House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 548 and Rule XVIII.

Providing for consideration of H.R. 205, H.R. 1146, and H.R. 1941.

Considered under the provisions of rule H. Res. 548. H.R. 1146 — "To amend Public Law 115-97 (commonly known as the Tax Cuts and Jobs Act) to repeal the Arctic National Wildlife Refuge oil and gas program, and for other purposes."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Stauber to lead the Members in reciting the Pledge of Allegiance to the Flag.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
