DEBATE - The House proceeded with forty minutes of debate on H.R. 4577.

Mr. Rogers (AL) moved to suspend the rules and pass the bill, as amended. H.R. 4577 — "To establish a working group to determine ways to develop a domestic canine breeding network to produce high quality explosives detection canines, and for other purposes."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 15 per side of the aisle.

The House received a communication from Representative Tiberi wherein he resigns as a member of the House of Representatives effective at 5:00 p.m. on January 15, 2018.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Babin to lead the Members in reciting the Pledge of Allegiance to the Flag.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
