ADJUSTED WHOLE NUMBER OF THE HOUSE - Under clause 5(d) of rule 20, the Chair announced to the House that, in light of the administration of the Oath of Office to the gentleman from California and the gentleman from Wisconsin,the whole number of the House is 432.

ADMINISTERING THE OATH OF OFFICE - Representatives-elect Mike Garcia and Thomas P. Tiffany presented themselves in the well of the House to take the Oath of Office administered by the Speaker of the House.

The House received a message from the Clerk. The Clerk transmitted to the House a scanned copy of a letter received from Ms. Meagan Wolfe, Administrator, Wisconsin Elections Commission, indicating that, according to the prelimiary results of the Special Election held May 12, 2020, the Honorable Thomas P. Tiffany was elected Representative to Congress for the Seventh Congressional District, State of Wisconsin.

The House received a message from the Clerk. The Clerk transmitted to the House a scanned copy of a letter received from Ms. Jana M. Lean, Chief, Elections Division, California Secretary of State, indicating that, according to the preliminary results of the Special General Election held May 12, 2020, the Honorable Mike Garcia was elected Representative to Congress for the Twenty-Fifth Congressional District, State of California.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Bishop of NC to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - Pursuant to section 4(a) of H. Res. 967, the Journal of the last day's proceedings was approved.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The House convened, starting a new legislative day.

ANNOUNCEMENT FROM THE SPEAKER - The Chair announced that the Speaker's announced policy of April 7, 2020, will remain in effect through July 21, 2020.

DEBATE - The House proceeded with 10 minutes of debate on the Riggleman motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to strike in subtitle A of title I of division B, section 20102 pertaining to Individuals Providing Taxpayer Identification Numbers Taken into Account in Determining Credit and Rebates.

UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on adoption of H. Res. 965, which had been debated earlier and on which further proceedings had been postponed.
