The House convened, starting a new legislative day.

Without objection, if a veto message on H.J. Res. 76 is laid before the House, then after the message is read and the objections of the President are spread at large upon the Journal, further consideration of the veto message and the joint resolution shall be postponed until the legislative day of Thursday May 28, 2020; and that on that legislative day, the House shall proceed to the constitutional question of reconsideration and dispose of such question without intervening motion.

The Speaker announced that the House do now adjourn pursuant to section 4(b) of H. Res. 967. The next meeting is scheduled for 9:30 a.m. on May 26, 2020.

ADJUSTED WHOLE NUMBER OF THE HOUSE - Under clause 5(d) of rule 20, the Chair announced to the House that, in light of the resignation of the gentleman from Texas, Mr. Ratcliffe, the whole number of the House is 431.

The House received a communication from Representative Ratcliffe wherein he resigns as a member of the House of Representatives effective at close of business today.

Health Information Technology Advisory Committee - Pursuant to 42 USC 300jj-12, the Republican Leader appointed Dr. Jim Jirjis, Nashville, Tennessee.

Commission on International Religious Freedom - Pursuant to section 201(b) of the International Religious Freedom Act of 1998 (22 U.S.C. 6431) and the order of the House of January 3, 2019, the Speaker appointed Mr. Nury Turkel of Alexandria, Virginia, to succeed Dr. Tenzin Dorjee.

Health Information Technology Advisory Committee - Pursuant to section 4003(e) of the 21st Century Cures Act (Public Law 114-255), and the order of the House of January 3, 2019, the Speaker appointed Dr. Steven Lane, Palo Alto, California.

COVERED PERIOD - Pursuant to section 1(a) of House Resolution 965, the Chair announced the Speaker's designation on May 20, 2020, of a "covered period".

The House received a communication from Paul D. Irving, Sergeant at Arms. Pursuant to section 1(a) of House Resolution 965, following consultation with the Office of Attending Physician, Mr. Irving notified the House of an ongoing public health emergency due to a novel coronavirus.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on May 22, 2020 at 10:29 a.m.: That the Senate passed S. 945, S. 1130, S. 1380, S. 2927, S. 3782, and agreed to S. Res. 583.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Davidson of OH to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - Pursuant to section 4(a) of H. Res. 967, the Journal of the last day's proceedings was approved.

A resolution designating May 1, 2020, as the "United States Foreign Service Day" in recognition of the men and women who have served, or are presently serving, in the Foreign Service of the United States, and honoring the members of the Foreign Service who have given their lives in the line of duty. A resolution designating May 2020 as "Older Americans Month" . (05/21/2020 legislative day)

A resolution recognizing National Foster Care Month as an opportunity to raise awareness about the challenges of children in the foster care system, and encouraging Congress to implement policies to improve the lives of children in the foster care system. (05/21/2020 legislative day)
