The House proceeded with one hour of debate on the McCollum motion to instruct conferees on H.R. 6147. The instructions contained in the motion seek to require the managers on the part of the House be instructed to agree to section 114 of division A of the matter proposed to be added by the Senate amendment.

An amendment, offered by Ms. DeGette, numbered 2 printed in Part B of House Report 115-919 to require export applications to show that the natural gas to be exported was produced using available techniques to minimize methane emissions from leaks or venting.

House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 1049 and Rule XVIII.

The resolution provides for one hour of general debate on both H.R. 1635 and H.R. 4606. Also, the resolution provides for a motion to recommit with or without instructions for both bills.
