Mr. Takano moved to suspend the rules and pass the bill. H.R. 2196 — "To amend title 38, United States Code, to reduce the credit hour requirement for the Edith Nourse Rogers STEM Scholarship program of the Department of Veterans Affairs."

Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on June 24, 2019, at 11:14 a.m.: that the Senate passed H.R. 559.

The House convened, returning from a recess continuing the legislative day of June 24.
