UNFINISHED BUSINESS - The Chair announced that the unfinished business was on the Thornberry motion to instruct conferees on S. 1790, which was debated earlier and on which further proceedings had been postponed.

Mrs. Torres (CA) filed a report from the Committee on Rules on H. Res. 558.

The House convened, returning from a recess continuing the legislative day of September 17.

DEBATE - The House proceeded with one hour of debate on the Thornberry motion to instruct conferees. The instructions contained in the motion seek to require the managers on the part of the House to be instructed to agree to section 2906 of the Senate bill with amendments that authorize specified military construction projects.

The Speaker announced that the House do now recess. The next meeting is scheduled for 6:30 P.M. today.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Thornberry motion to instruct conferees, the Chair put the question on the motion to instruct and by voice vote, announced that the nays had prevailed. Mr. Thornberry demanded the yeas and nays and the Chair postponed further proceedings on the motion until a time to be announced.

Mr. Smith (WA) asked unanimous consent to take from the Speaker's table, the bill S. 1790, and ask for its immediate consideration in the House; to strike out all after the enacting clause of such bill and insert in lieu thereof the provisions of H.R. 2500 as passed by the House; to pass the Senate bill, as amended; and to insist on the House amendment thereto and request a conference with there Senate thereon. Agreed to without objection.
