GENERAL DEBATE - The Committee of the Whole proceeded with one hour of general debate on H.R. 729.

The Speaker designated the Honorable Chellie Pingree to act as Chairwoman of the Committee.

House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 748 and Rule XVIII.

Rule provides for consideration of H.R. 729 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. Specified amendments are in order. An amendment in the nature of a substitute consisting of the text of Rules Committee Print 116-40 shall be considered as adopted in the House and in the Committee of the Whole and shall be considered as the original bill for the purpose of further amendment under the five-minute rule.

Considered under the provisions of rule H. Res. 748. H.R. 729 — "To amend the Coastal Zone Management Act of 1972 to authorize grants to Indian Tribes to further achievement of Tribal coastal zone objectives, and for other purposes."

Considered as unfinished business. H.R. 5363 — "To reauthorize mandatory funding programs for historically Black colleges and universities and other minority-serving institutions, and for other purposes."

UNFINISHED BUSINESS - The Chair announced that the unfinished business was on a motion to suspend the rules which had been debated earlier and on which further proceedings had been postponed.

Ms. Adams moved to suspend the rules and pass the bill, as amended. H.R. 5363 — "To reauthorize mandatory funding programs for historically Black colleges and universities and other minority-serving institutions, and for other purposes."

The House convened, returning from a recess continuing the legislative day of December 10.

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 748, the Chair put the question on ordering the previous question and by voice vote, announced the ayes had prevailed. Mrs. Lesko demanded the yeas and nays and the Chair postponed further proceedings on ordering the previous question on H. Res. 748 until later in the legislative day.

The Speaker announced that the House do now recess for a period of less than 15 minutes.
