House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 150 and Rule XVIII.

Provides for consideration of H.R. 998 and H.J. Res. 83.

Considered under the provisions of rule H. Res. 150. H.R. 998 — "To provide for the establishment of a process for the review of rules and sets of rules, and for other purposes."

UNFINISHED BUSINESS - The Chair announced that the unfinished business was on ordering the previous question on H. Res. 150, which was debated earlier and on which further proceedings had been postponed.

Considered as unfinished business. H. Res. 150 — "Providing for consideration of the bill (H.R. 998) to provide for the establishment of a process for the review of rules and sets of rules, and for other purposes, and providing for consideration of the joint resolution (H.J. Res. 83) disapproving the rule submitted by the Department of Labor relating to "Clarification of Employer's Continuing Obligation to Make and Maintain an Accurate Record of Each Recordable Injury and Illness"."

The House convened, returning from a recess continuing the legislative day of February 28.

Board of Visitors to the United States Air Force Academy - Pursuant to 10 U.S.C. 9355(a), and the order of the House of January 3, 2017, the Speaker appointed Lieutenant Colonel Bruce Swezey, U.S. Air Force, Retired, Franklin, WI.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk received the following message from the Secretary of the Senate on February 28, 2017, at 9:20 a.m.: Appointment: Senate National Security Working Group for the One Hundred Fifteenth Congress.

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 150, the Chair put the question on ordering the previous question, and by voice vote announced that the ayes had prevailed. Mr. Hastings demanded the yeas and nays, and the Chair postponed further proceedings on ordering the previous question until later in the legislative day.

The Speaker announced that the House do now recess. The next meeting is subject to the call of the Chair.
