An amendment, offered by Mr. Goodlatte, numbered 1 printed in House Report 115-583 to make technical changes to the bill, add 'attempt' language that had been inadvertently omitted, clarify that only sex trafficking victims may recover restitution, and permit the existing affirmative defense to be raised in cases where a defendant is being prosecuted under subsection 2421A(b)(1).
