ANNOUNCEMENT BY THE CHAIR - Pursuant to the provisions of section 208(a) of the Legislative Reorganization Act of 1946 (2 USC 5501(a)), the Chair announced to the House the appointment of Father Patrick J. Conroy of the State of Oregon to act as and to exercise temporarily the duties of Chaplain of the House of Representatives, effective Friday, May 25, 2018. The Speaker administered the oath of office to Father Conroy.

The House received a communication from Representative Dent wherein he resigns as a member of the House of Representatives effective at 11:59 p.m. on May 12, 2018.

DEBATE - The House proceeded with forty minutes of debate on H.R. 3170.

Mr. Chabot moved to suspend the rules and pass the bill. H.R. 3170 — "To amend the Small Business Act to require cyber certification for small business development center counselors, and for other purposes."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

The Speaker laid before the House a message from the President transmitting a notification of the text of an agreement between the Government of the United States of America and the Government of the United Mexican States for Cooperation of Peaceful Uses of Nuclear Energy - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 115-116).

UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on ordering the previous question and adoption of H. Res. 872, which had been debated earlier and on which further proceedings had been postponed.

Considered as unfinished business. H. Res. 872 — "Providing for consideration of the bill (H.R. 5645) to amend the Clayton Act and the Federal Trade Commission Act to provide that the Federal Trade Commission shall exercise authority with respect to mergers only under the Clayton Act and only in the same procedural manner as the Attorney General exercises such authority; providing for consideration of the bill (H.R. 2152) to require States and units of local government receiving funds under grant programs operated by the Department of Justice, which use such funds for pretrial services programs, to submit to the Attorney General a report relating to such program, and for other purposes; and providing for consideration of the joint resolution (S.J. Res. 57) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by Bureau of Consumer Financial Protection relating to "Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act"."

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 872, the Chair put the question on ordering the previous question, and by voice vote announced that the ayes had prevailed. Ms. Torres demanded the yeas and nays, and the Chair postponed further proceedings on ordering the previous question until later in the legislative day.

MOMENT OF SILENCE - The House observed a moment of silence in honor of those who have been killed or wounded in service to our country and all those who serve and their families.

PLEDGE OF ALLEGIANCE - The Chair designated Miss Gonzalez-Colon of PR to lead the Members in reciting the Pledge of Allegiance to the Flag.
