DEBATE - The House proceeded with one hour of debate on H. Res. 891.

Considered as privileged matter. H. Res. 891 — "Providing for consideration of the bill (H.R. 5698) to amend title 18, United States Code, to punish criminal offenses targeting law enforcement officers, and for other purposes; providing for consideration of the bill (S. 2372) to amend title 38, United States Code, to provide outer burial receptacles for remains buried in National Parks, and for other purposes; and providing for consideration of the bill (H.R. 2) to provide for the reform and continuation of agricultural and other programs of the Department of Agriculture through fiscal year 2023, and for other purposes."

On consideration of the resolution Agreed to by the Yeas and Nays: 223 - 181 (Roll no. 184).

The House received a communication from the Honorable Brad R. Wenstrup. Mr. Wenstrup submitted his resignation from the Committees on Veterans' Affairs and Armed Services. The resignations were accepted without objection.

The House received a communication from the Honorable John H. Rutherford. Mr. Rutherford submitted his resignation from the Committees on Homeland Security and Veterans' Affairs. The resignations were accepted without objection.

The House received a communication from the Honorable Jim Banks. Mr. Banks (IN) submitted his resignation from the Committee on Science, Space, and Technology. The resignation was accepted without objection.

POINT OF ORDER - Mr. McGovern raised a point of order against the provisions of H. Res. 891 because it violates the Congressional Budget Act. The Chair announced that the disposition of the point of order would be resolved by the question of consideration of H. Res. 891. The House proceeded with 20 minutes of debate on the point of order, at the end of which the Chair will put the question on consideration.

By direction of the Committee on Rules, Mr. Woodall called up H. Res. 891, and asked for its immediate consideration.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Cicilline to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson (SC) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson (SC) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.
