The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on February 6, 2019, at 11:11 a.m.: that the Senate passed S. 1 and H.R. 439.

The House received a message from the Clerk. Pursuant to permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on February 5, 2019, at 5:17 p.m.: that the Senate passed S. 49.

DEBATE - The House proceeded with forty minutes of debate on H.R. 876.

Considered under suspension of the rules.

Mr. DeFazio moved to suspend the rules and pass the bill, as amended. H.R. 876 — "To direct the Administrator of the Federal Emergency Management Agency to carry out a plan for the purchase and installation of an earthquake early warning system for the Cascadia Subduction Zone, and for other purposes."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Ms. Kuster of NH to lead the Members in reciting the Pledge of Allegiance to the Flag.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.

The House convened, returning from a recess continuing the legislative day of February 6.
