ONE MINUTE SPEECHES - The House proceeded with one minute speeches.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Brindisi to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Ferguson demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Ferguson objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The House convened, returning from a recess continuing the legislative day of March 5.

The Speaker announced that the House do now recess. The next meeting is scheduled for 2:00 P.M. today.

MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 2:00 p.m. for the start of legislative business.

The Speaker designated the Honorable Ted Lieu to act as Speaker pro tempore for today.

The House convened, starting a new legislative day.

A bill to authorize the honorary appointment of Robert J. Dole to the grade of colonel in the regular Army. (03/04/2019 legislative day)

The Speaker announced that the House do now adjourn. The next meeting is scheduled for 12:00 p.m. on March 5, 2019.

Select Committee on the Climate Crisis - Pursuant to section 104(f)(1)(B) of House Resolution 6, 116th Congress, and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the Select Committee on the Climate Crisis: Ms. Castor of Florida, Mr. Lujan, Ms. Bonamici, Ms. Brownley of California, Mr. Huffman, Mr. McEachin, Mr. Levin of California, Mr. Casten of Illinois, Mr. Neguse, Mr. Graves of Louisiana, Mr. Griffith, Mr. Palmer, Mr. Carter of Georgia, Mrs. Miller and Mr. Armstrong.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she received the following message from the Secretary of the Senate on March 4, 2019, at 10:44 a.m.: that the Senate agreed to the House amendment to S. 483 and that the Senate agreed to S. Con. Res. 6 and S. Con. Res. 7.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on February 28, 2019, at 2:17 p.m.: that the Senate agreed to H. Con. Res. 21.
