Mr. Walden moved to recommit with instructions to the Committee on Energy and Commerce.

An amendment, offered by Mr. McAdams, numbered 12 printed in Part A of House Report 116-37 to affirm that ISPs can still block unlawful content, such as child pornography or copyright-infringing materials.
