PLEDGE OF ALLEGIANCE - The Chair designated Mr. Wilson of SC to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Guthrie demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Guthrie objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The Speaker designated the Honorable G. K. Butterfield to act as Speaker pro tempore for today.

The House convened, starting a new legislative day.

United States-China Economic and Security Review Commission - Pursuant to 22 U.S.C. 7002, the Republican Leader appointed Mr. Andreas Borgeas, Fresno, California.

United States-China Economic and Security Review Commission - Pursuant to section 1238(b)(3) of the Floyd D. Spence National Defense Authorization Act for fiscal year 2001 (22 U.S.C. 7002), as amended, and the order of the House of January 3, 2019, the Speaker appointed Mr. Jeffery L. Fiedler, La Quinta, California.

SPEAKER'S APPROVAL OF THE JOURNAL - Pursuant to section 4(a) of H. Res. 294, the Journal of the last day's proceedings was approved.

National Council on Disability - Pursuant to section 451 of the Workforce Innovation and Opportunity Act (Public Law 113-128), and the order of the House of January 3, 2019, the Speaker appointed Mr. James T. Brett, Dorchester, Massachusetts.

Migratory Bird Conservation Commission - Pursuant to section 2 of the Migratory Bird Conservation Act (16 U.S.C. 715a), and the order of the House of January 3, 2019, the Speaker appointed the following member of the House to the Migratory Bird Conservation Commission: Mr. Wittman.
