An amendment, offered by Mr. Engel, numbered 29 printed in House Report 116-42 to require the President's plan to take into consideration populations, regions, industries, and constituencies affected, including American jobs, consumer energy costs, and the ability to develop and deploy new technologies.

An amendment, offered by Mr. Van Drew, numbered 25 printed in House Report 116-42 to add to the findings the importance of averting, minimizing and addressing loss and damage associated with the adverse effects of climate change.

An amendment, offered by Ms. Schrier, numbered 24 printed in House Report 116-42 to ensure that voluntary agricultural practices can be included to meet the goals and ambitions of the Paris Agreement.

An amendment, offered by Mrs. Fletcher, numbered 22 printed in House Report 116-42 to state that noting in this Act may be construed to require or prohibit the inclusion of a specific energy technology or technologies in the President's plan.

An amendment, offered by Mr. Krishnamoorthi, numbered 30 printed in House Report 116-42 to include findings that essential in achieving the nationally determined contribution target is a thriving clean energy industry in the United States, which currently employs over 500,000 Americans.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Engel amendment, the Chair put the question on the amendment and by voice vote, announced that the ayes had prevailed. Mr. Engel demanded a recorded vote and the Chair postponed further proceedings on agreeing to the amendment until a time to be announced.
