On agreeing to the Fletcher amendment; Agreed to by voice vote.

An amendment, offered by Mr. Jordan, numbered 1 printed in Part B of House Report 116-210 to strike from the bill safe-harbor provisions that allow unions and union employees to keep and enforce union-negotiated pre-dispute mandatory binding arbitration agreements with employers or other unions, while the bills other provisions abrogate non-union employees rights to keep and enforce their own agreements.

DEBATE - Pursuant to the provisions of H. Res. 558, the Committee of the Whole proceeded with 10 minutes of debate on the Fletcher amendment No. 2.

An amendment, offered by Mrs. Fletcher, numbered 2 printed in Part B of House Report 116-210 to clarify that nothing in this act shall be construed to prohibit the use of arbitration on a voluntary basis when consent is given after the dispute arises.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Jordan amendment, the Chair put the question on the amendment and by voice vote, announced that the noes had prevailed. Mr. Jordan demanded a recorded vote and the Chair postponed further proceedings on agreeing to the amendment until a time to be announced.

DEBATE - Pursuant to the provisions of H. Res. 558, the Committee of the Whole proceeded with 10 minutes of debate on the Jordan amendment No. 1.

GENERAL DEBATE - The Committee of the Whole proceeded with one hour of general debate on H.R. 1423.

The Speaker designated the Honorable Lauren Underwood to act as Chairwoman of the Committee.

House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 558 and Rule XVIII.

Rule provides for consideration of H.R. 1423 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. Specified amendments are in order. The resolution waives the requirement of clause 6(a) of rule XIII for a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House with respect to any resolution reported through the legislative day of September 20, 2019, relating to a measure making or continuing appropriations for the fiscal year ending September 30, 2020. The resolution provides that it shall be in order at any time on the legislative day of September 19, 2019, or September 20, 2019, for the Speaker to entertain motions that the House suspend the rules.

Considered under the provisions of rule H. Res. 558. H.R. 1423 — "To amend title 9 of the United States Code with respect to arbitration."

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that she had examined the Journal of the last day's proceedings and had approved it. Mr. Blumenauer demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Blumenauer objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings until later in the legislative day.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Chabot to lead the Members in reciting the Pledge of Allegiance to the Flag.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The House convened, starting a new legislative day.

The House adjourned. The next meeting is scheduled for 9:00 a.m. on September 20, 2019.
