QUESTION OF THE PRIVILEGES OF THE HOUSE - The Chair recognized Mr. McCarthy to offer a resolution raising a question of the privileges of the House. The Clerk reported the text of the resolution.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that she had examined the Journal of the last day's proceedings and had approved it. Ms. Lee (CA) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Ms. Lee (CA) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings until later in the legislative day.
