DEBATE - Pursuant to the provisions of H. Res. 739, the Committee of the Whole proceeded with 10 minutes of debate on the Huizenga amendment No. 2.

An amendment, offered by Mr. Huizenga, numbered 2 printed in House Report 116-320 to strike the term "aware of" included in the bill and replaces with the term "using".

On agreeing to the McHenry amendment; Agreed to by voice vote.

DEBATE - Pursuant to the provisions of H. Res. 739, the Committee of the Whole proceeded with 10 minutes of debate on the McHenry amendment No. 1.

An amendment, offered by Mr. McHenry, numbered 1 printed in House Report 116-320 to clarify "relating to the market", adds an explicit personal benefit test, and strikes the Rule of Construction.

GENERAL DEBATE - The Committee of the Whole proceeded with one hour of general debate on H.R. 2534.

The Speaker designated the Honorable Terri A. Sewell to act as Chairwoman of the Committee.

House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 739 and Rule XVIII.

Rule provides for consideration of H.R. 2534 and H. Con. Res. 77. Resolution provides for consideration of H.R. 2534 under a structured rule, and makes in order that a motion to discharge H. Con. Res. 77 shall be in order on December 11, 2019.

Considered under the provisions of rule H. Res. 739. H.R. 2534 — "To amend the Securities Exchange Act of 1934 to prohibit certain securities trading and related communications by those who possess material, nonpublic information."

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 741, the Chair put the question on ordering the previous question and by voice vote, announced the ayes had prevailed. Mrs. Lesko demanded the yeas and nays and the Chair postponed further proceedings on ordering the previous question on H. Res. 741 until later in the legislative day.

Res. 741 — "Providing for consideration of the bill (H.R. 4) to amend the Voting Rights Act of 1965 to revise the criteria for determining which States and political subdivisions are subject to section 4 of the Act, and for other purposes, and providing for consideration of the resolution (H. Res. 326) expressing the sense of the House of Representatives regarding United States efforts to resolve the Israeli-Palestinian conflict through a negotiated two-state solution."

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on December 5, 2019 at 9:04 a.m.: That the Senate passed H.R. 5277.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair, would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Schneider to lead the Members in reciting the Pledge of Allegiance to the Flag.
