Mr. Polis moved to appeal the ruling of the Chair.

A QUESTION OF THE PRIVILEGES OF THE HOUSE - Mr. Polis was recognized to be heard on the question of whether or not his resolution constituted a point of privilege. Subsequently, the Chair ruled that the resolution did not constitute a point of privilege.

At the conclusion of debate, the chair put the question on the motion to suspend the rules. Mr. Donovan objected to the Yea - Nay vote on the grounds that a quorum was not present. Further proceedings on the motion were postponed. The point of no quorum was considered as withdrawn.

DEBATE - The House proceeded with forty minutes of debate on H.R. 1365.

Mr. Donovan moved to suspend the rules and pass the bill, as amended. H.R. 1365 — "To amend the Homeland Security Act of 2002 to require certain acquisition innovation, and for other purposes."

At the conclusion of debate, the Yeas and Nays were demanded and ordered. Pursuant to the provisions of clause 8, rule XX, the Chair announced that further proceedings on the motion would be postponed.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on March 22, 2017 at 9:12 a.m.: That the Senate agreed to H.J. Res. 69, without amendment.

H.R. 1238 — "To amend the Homeland Security Act of 2002 to make the Assistant Secretary of Homeland Security for Health Affairs responsible for coordinating the efforts of the Department of Homeland Security related to food, agriculture, and veterinary defense against terrorism, and for other purposes."

Ms. McSally moved to suspend the rules and pass the bill. H.R. 1302 — "To require an exercise related to terrorist and foreign fighter travel, and for other purposes."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Jeffries to lead the Members in reciting the Pledge of Allegiance to the Flag.
