DEBATE - The House proceeded with forty minutes of debate on H.R. 1665.

Considered under suspension of the rules.

Mr. Barletta moved to suspend the rules and pass the bill, as amended. H.R. 1665 — "To ensure that Administrator of the Federal Emergency Management Agency considers severe local impact in making a recommendation to the President for a major disaster declaration."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 299, the Chair put the question on ordering the previous question and by voice vote announced that the ayes had prevailed. Mr. Polis (CO) demanded the yeas and nays, and the Chair postponed further proceedings on the question of ordering the previous question until later in the legislative day.

DEBATE - The House proceeded with one hour of debate on H. Res. 299.

Considered as privileged matter. H. Res. 299 — "Providing for consideration of the bill (H.R. 1180) to amend the Fair Labor Standards Act of 1938 to provide compensatory time for employees in the private sector; providing for proceedings during the period from May 5, 2017, through May 15, 2017; and for other purposes."

Considered as privileged matter. H. Res. 303 — "Electing a Member to certain standing committees of the House of Representatives."

The House received a communication from the Honorable Steve Russell. Mr. Russell submitted his resignation from the Committee on Education and the Workforce. The resignation was accepted without objection.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair, would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Kennedy to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson (SC) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson (SC) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

The Speaker announced that the House do now recess. The next meeting is scheduled for 12:00 P.M. today.
