Mr. Walden moved to suspend the rules and pass the bill, as amended. H.R. 2430 — "To amend the Federal Food, Drug, and Cosmetic Act to revise and extend the user-fee programs for prescription drugs, medical devices, generic drugs, and biosimilar biological products, and for other purposes."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 431, the Chair put the question on ordering the previous question, and by voice vote announced that the ayes prevailed. Mr. Polis demanded the yeas and nays and the Chair postponed further proceedings on the question of ordering the previous question until later in the legislative day.

Providing for consideration of the bill (H.R. 2810) to authorize appropriations for fiscal year 2018 for military activities of the Department of Defense and for military construction, to prescribe military personnel strengths for such fiscal year, and for other purposes, and providing for consideration of the bill (H.R. 23) to provide drought relief in the State of California, and for other purposes.
