The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to strike the $2.3 billion in total appropriated for a border wall and for U.S. Immigration and Customs Enforcement to purchase detention beds; and to transfer funds to the FEMA Federal Assistance Account to provide addition funds for pre-disaster mitigation services.
