The House received a message from the Senate. The Senate passed H.R. 1117.

The Committee of the Whole rose informally to receive a message.

An amendment, in the nature of a substitute offered by Mr. Yarmuth, numbered 4 printed in House Report 115-339 and offered as the Democratic Caucus proposal.

DEBATE - Pursuant to the provisions of H. Res. 553, the Committee of the Whole proceeded with 30 minutes of debate on the Yarmuth amendment in the nature of a substitute.

DEBATE - Pursuant to the provisions of H. Res. 553, the Committee of the Whole proceeded with 30 minutes of debate on the McClintock amendment in the nature of a substitute.

An amendment, in the nature of a substitute offered by Mr. McClintock, numbered 3 printed in House Report 115-339 and offered as the Republican Study Committeee proposal.

The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Considered as unfinished business. H. Con. Res. 71 — "Establishing the congressional budget for the United States Government for fiscal year 2018 and setting forth the appropriate budgetary levels for fiscal years 2019 through 2027."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Peters to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKERS APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Thompson (PA) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Thompson (PA) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

Today's prayer was offered by Rev. Timothy Kesicki, Jesuit Conference, Washington, DC.

The House convened, starting a new legislative day.

The House adjourned. The next meeting is scheduled for 9:00 a.m. on October 5, 2017.
