SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Thompson (PA) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Thompson (PA) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The House convened, starting a new legislative day.

The House adjourned. The next meeting is scheduled for 9:00 a.m. on May 18, 2018.

The Speaker laid before the House a message from the President transmitting a social security totalization agreement with Iceland, titled "Agreement on Social Security between the United States of America and Iceland" - referred to the Committee on Ways and Means and ordered to be printed (H. Doc. 115-127).

DEBATE - Pursuant to the provisions of H. Res. 900, the Committee of the Whole proceeded with 10 minutes of debate on the Cheney amendment No. 20.

An amendment, offered by Ms. Cheney, numbered 20 printed in House Report 115-679 to direct the USFS and DOI to make vacant allotments available to grazing permit or lease holders in the even of a natural disaster, conflict with wildlife, or court-issued injunction. To prevent a court injunction in the event that the federal agency is unable to make a vacant allotment available.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Russell amendment, the Chair put the question on the amendment and by voice vote, announced the ayes had prevailed. Mr. Conaway demanded a recorded vote and the Chair postponed further proceedings until a time to be announced.

An amendment, offered by Ms. Stefanik, numbered 19 printed in House Report 115-679 to add invasive vegetation to Section 602 of the Healthy Forests Restoration Act.
