DEBATE - The House proceeded with one hour of debate on H.R. 1917.

Rule provides for consideration of H.R. 1119 and H.R. 1917 under closed rules. Each measure shall be debatable for one hour equally divided and controlled by the Chair and Ranking Member of the Committee on Energy and Commerce. The rule provides for one motion to recommit with or without instructions on each measure.

Considered under the provisions of rule H. Res. 762. H.R. 1917 — "To allow for judicial review of any final rule addressing national emission standards for hazardous air pollutants for brick and structural clay products or for clay ceramics manufacturing before requiring compliance with such rule."

Res. 762 — "Providing for consideration of the bill (H.R. 1119) to establish the bases by which the Administrator of the Environmental Protection Agency shall issue, implement, and enforce certain emission limitations and allocations for existing electric utility steam generating units that convert coal refuse into energy, and providing for consideration of the bill (H.R. 1917) to allow for judicial review of any final rule addressing national emission standards for hazardous air pollutants for brick and structural clay products or for clay ceramics manufacturing before requiring compliance with such rule."

ASSUMING FIRST SPONSORSHIP - Mr. Ellison asked unanimous consent that he may hereafter be considered as the first sponsor of H.R. 676, a bill originally introduced by former Representative Conyers, for purposes of adding cosponsors and requesting reprintings pursuant to clause 7 of rule XII. Agreed to without objection.
