The Speaker laid before the House a message from the President transmitting a notification stating that the national emergency declared with respect to foreign terrorists who threaten to disrupt the Middle East peace process is to continue in effect beyond January 23, 2019 - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 116-7).

Permanent Select Committee on Intelligence - Pursuant to clause 11 of rule X, clause 11 of rule I, and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the Permanent Select Committee on Intelligence: Mr. Himes, Ms. Sewell of Alabama, Mr. Carson of Indiana, Ms. Speier, Mr. Quigley, Mr. Swalwell of California, Mr. Castro of Texas, Mr. Heck, Mr. Sean Patrick Maloney of New York, Mrs. Demings and Mr. Krishnamoorthi.

DEBATE - The House proceeded with 10 minutes of debate on the Dunn motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to strike title XII - Further Continuing Appropriations from the bill.

Mr. Dunn moved to recommit with instructions to the Committee on Appropriations.
