DEBATE - The House proceeded with one hour of debate on H. Res. 87.

Considered as privileged matter. H. Res. 87 — "Providing for consideration of the bill (H.R. 790) to provide for a pay increase in 2019 for certain civilian employees of the Federal Government, and for other purposes, and providing for consideration of motions to suspend the rules."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Van Drew to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Cunningham demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Cunningham objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The Speaker designated the Honorable Tony Cardenas to act as Speaker pro tempore for today.

The House convened, starting a new legislative day.

The House adjourned pursuant to a previous special order. The next meeting is scheduled for 9:00 a.m. on January 30, 2019.
