An amendment, offered by Mr. Beyer, numbered 41 printed in House Report 115-830 to strike section 431, which repeals the Clean Water Rule.

DEBATE - Pursuant to the provisions of H. Res. 996, the Committee of the Whole proceeded with 10 minutes of debate on the Beyer amendment No. 40.

An amendment, offered by Mr. Beyer, numbered 40 printed in House Report 115-830 to strike section 430, which allows a loophole in Federal water quality permitting requirements for pollution discharges.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Grothman amendment, as modified, the Chair put the question on the amendment and by voice vote, announced the noes had prevailed. Mr. Grothman demanded a recorded vote and the Chair postponed further proceedings until a time to be announced.
