The Speaker laid before the House a message from the President transmitting a notification stating that the national emergency with respect to transnational criminal organizations is to continue in effect beyond July 24, 2018 - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 115-142).

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had the honor to transmit a seal envelope received from the White House on July 20, 2018, at 12:25 p.m., said to contain a message from the President regarding the continuation of the national emergency with respect to transnational criminal organizations.

Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received a message from the Secretary of the Senate on July 19, 2018, at 5:38 p.m. stating that that body had made appointments to the Creating Options for Veterans' Expedited Recovery Commission and the Commission on Social Impact Partnerships.

Mr. Lance moved to suspend the rules and pass the bill, as amended. H.R. 2345 — "To require the Federal Communications Commission to study the feasibility of designating a simple, easy-to-remember dialing code to be used for a national suicide prevention and mental health crisis hotline system."
