Mr. Larson (CT) demanded the yeas and nays, and the Chair postponed further proceedings on the motion to recommit until later in the legislative day.

Mr. Walden moved to suspend the rules and agree to the resolution. H. Res. 1099 — "Providing for the concurrence by the House in the Senate amendment to H.R. 6, with an amendment."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

The previous question on the motion to recommit with instructions was ordered without objection.

DEBATE - The House proceeded with 10 minutes of debate on the Larson (CT) motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to add at the end the following new title: Title III - Effective Date; "Protect Medicare and Social Security Trust Funds Act of 2018"

Mr. Larson (CT) moved to recommit with instructions to the Committee on Ways and Means.

The previous question was ordered pursuant to the rule.

An amendment, in the nature of a substitute offered by Mr. Johnson, Sam, to strike all after the enacting clause and insert complete new text entitled "Health Equity and Access for Returning Troops and Servicemembers Act of 2018".
