POSTPONED PROCEEDINGS - Pursuant to section 3 of H. Res. 5, the Chair announced that further proceedings on H. Res. 6 would be postponed.

Considered as unfinished business. H. Res. 6 — "Adopting the Rules of the House of Representatives for the One Hundred Sixteenth Congress, and for other purposes."

UNFINISHED BUSINESS - The Chair announced that the unfinished business was on agreeing to Title II of H. Res. 6, which was debated earlier, and on which further proceedings had been postponed.

The House convened, returning from a recess continuing the legislative day of January 4.

The previous question was ordered on Title II pursuant to the rule.

The Speaker announced that the House do now recess. The next meeting is subject to the call of the Chair.

POSTPONED PROCEEDINGS - At the conclusion of debate on Title II of H. Res. 6, the Chair put the question on agreeing to Title II of the resolution and by voice vote announced that ayes had prevailed. Mr. Cole demanded the yeas and nays and the Chair postponed further consideration on the question until a time to be announced.

UNFINISHED BUSINESS - Pursuant to section 3 of H. Res. 5, the Chair announced that proceedings would resume on H. Res. 6.

DEBATE - Pursuant to the provisions of H. Res. 5, the House proceeded with one hour of debate on Title II of H. Res. 6.

Considered as unfinished business. H. Res. 6 — "Adopting the Rules of the House of Representatives for the One Hundred Sixteenth Congress, and for other purposes."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Hastings to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that she had examined the Journal of the last day's proceedings and had approved it. Mr. Hastings demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Hastings objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The Speaker designated the Honorable Debbie Dingell to act as Speaker pro tempore for today.

The House convened, starting a new legislative day.

The Chair announced the Speaker's policies with respect to particular aspects of the legislative process and inserted in the Congressional Record announcements concerning: first, privileges of the floor; second, introduction of bills and resolutions; third, unanimous-consent requests for the consideration of legislation; forth, recognition for 1-minute speeches; firth, recognition for Special Order speeches; sixth, decorum in debate; seventh, conduct of votes by electronic device; eighth, use of handouts on the House floor; ninth, use of electronic equipment on the House floor; and tenth, use of the Chamber. The Chair further announced that these announcements, where appropriate, will reiterate the origins of the stated policies and that the Chair intends to continue in the 116th Congress the policies reflected in these statements and that the policy announced in the 102nd Congress with respect to jurisdictional concepts related to clauses 5(a) of rule XXI.

Mr. Welch moved that the House do now adjourn.

WHOLE NUMBER OF THE HOUSE - Under clause 5(d) of rule XX, the Chair announced that the current whole number of the House was 433.
