POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 144, the Chair put the question on ordering the previous question and by voice vote, announced that the ayes had prevailed. Mr. Woodall demanded the yeas and nays and the Chair postponed further proceedings on ordering the previous question until a time to be announced.

The House received a communication from The Honorable Frank Pallone, Jr., Chairmain, Committee on Energy and Commerce. Pursuant to Rule VIII of the Rules of the House of Representatives, Chairman Pallone notified the House that the Committee on Energy and Commerce has been served with a subpoena for documents issued by the United States District Court for the Central District of California and that after consultation with the Office of General Counsel, he had determined that compliance with the subpoena is not consistent with the privileges and rights of the House.

DEBATE - The House proceeded with one hour of debate on H. Res. 144.

Considered as privileged matter. H. Res. 144 — "Providing for consideration of the joint resolution (H.J. Res. 46) relating to a national emergency declared by the President on February 15, 2019."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Walberg to lead the Members in reciting the Pledge of Allegiance to the Flag.
