Committee of the Whole House on the state of the Union rises leaving H.R. 2740 as unfinished business.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Houlahan amendment, the Chair put the question on the amendment and by voice vote, announced that the ayes had prevailed. Mr. Budd demanded a recorded vote and the Chair postponed further proceedings on agreeing to the amendment until a time to be announced.

DEBATE - Pursuant to the provisions of H. Res. 431, the Committee of the Whole proceeded with 10 minutes of debate on the Houlahan amendment No. 77.

An amendment, offered by Ms. Houlahan, numbered 77 printed in Part B of House Report 116-109 to increase and decrease funding for the Department of Education's Education for the Disadvantaged account by $1 million with the intent to support Comprehensive Literacy Development Grants with an appropriate offset.

An amendment, offered by Mr. Crow, numbered 76 printed in Part B of House Report 116-109 to increase and decrease funding by $5,000,000 to support the Project SERV program which provides funding for grants to LEAs for the purposes of mental health, counseling, and technical assistance in the wake of traumatic events at schools that are disruptive to learning.

An amendment, offered by Mr. Delgado, numbered 75 printed in Part B of House Report 116-109 to provide additional funding for the prevention, diagnosis and treatment of Lyme Disease due to the increased threat of vector borne pathogens.

DEBATE - Pursuant to the provisions of H. Res. 431, the Committee of the Whole proceeded with 10 minutes of debate on the Spanberger amendment No. 74.

An amendment, offered by Ms. Spanberger, numbered 74 printed in Part B of House Report 116-109 to increase funding for the chronic disease prevention and health promotion program by $3 million to be directed towards colorectal cancer and decrease funding by $3 million for the HHS General Departmental Management account.

The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Considered as unfinished business. H.R. 2740 — "Making appropriations for the Departments of Labor, Health and Human Services, and Education, and related agencies for the fiscal year ending September 30, 2020, and for other purposes."
