UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on ordering the previous question on H. Res. 708, which had been debated earlier and on which further proceedings had been postponed.

The House convened, returning from a recess continuing the legislative day of November 19.

ORDER OF BUSINESS - Mr. McGovern asked unanimous consent that it be in order at any time to take from the Speaker's table the bill H.R. 1865, with the Senate amendment thereto, and to consider in the House, without intervention of any point of order, a motion offered by the chair of the Committee on Appropriations or her designee that the House concur in the Senate amendment submitted for printing by Representative Lowey of New York in the portion of the Congressional Record designated for that purpose in clause 8 of rule XVIII; that the Senate amendment and the motion be considered as read; that the motion be debatable for one hour equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations; that the previous question be considered as ordered on the motion to adoption without intervening motion or demand for division of the question; and that House Resolution 708 be laid on the table. Objection was heard.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on November 19, 2019, at 11:07 a.m.: That the Senate passed S. 2071.

The Speaker laid before the House a message from the President transmitting a notification of the continuance of the national emergency with respect to Burundi. - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 116-81).

The Speaker announced that the House do now recess. The next meeting is subject to the call of the Chair.

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 708, the Chair put the question on ordering the previous question and by voice vote, announced the ayes had prevailed. Mr. Cole demanded the yeas and nays and the Chair postponed further proceedings on ordering the previous question on H. Res. 708 until later in the legislative day.
