DEBATE - Pursuant to the provisions of H. Res. 440, the Committee of the Whole proceeded with 10 minutes of debate on the Byrne amendment No. 17.

An amendment, offered by Mr. Byrne, numbered 17 printed in House Report 115-217 to classify a vessel being repaired or dismantled to be a "recreational vessel" if the vessel shares elements of design and construction of traditional recreational vessels and is not normally engaged in a military or commercial undertaking when operating.

The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Considered as unfinished business. H.R. 2810 — "To authorize appropriations for fiscal year 2018 for military activities of the Department of Defense and for military construction, to prescribe military personnel strengths for such fiscal year, and for other purposes."
