Mr. Roe (TN) moved to suspend the rules and pass the bill, as amended. H.R. 3218 — "To amend title 38, United States Code, to make certain improvements in the laws administered by the Secretary of Veterans Affairs, and for other purposes."

At the conclusion of debate, the Yeas and Nays were demanded and ordered. Pursuant to the provisions of clause 8, rule XX, the Chair announced that further proceedings on the motion would be postponed.

The Speaker laid before the House a message from the President transmitting a notification stating that the national emergency with respect to transnational criminal organizations is to continue in effect beyond July 24, 2017. This message supersedes the notice regarding this topic submitted to the Federal Register on July 19, 2017. - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 115-57).

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received from the White House on July 20, 2017, at 5:14 p.m. a sealed envelope to contain a message from the President whereby he submitted a notice continuing the national emergency with respect to significant transnational criminal organizations.

S. 114 — "To amend title 38, United States Code, to require the Secretary of Veterans Affairs to submit an annual report regarding performance awards and bonuses awarded to certain high-level employees of the Department of Veterans Affairs."

Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on July 20, 2017, at 2:52 p.m.: Appointments: Board of Visitors of the U.S. Air Force Academy.

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.
