House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 500 and Rule XVIII.

Rule provides for consideration of H.R. 3354 with 2 hours of general debate. Measure will be considered read. Specified amendments are in order. The rule also provides that it shall be in order at any time through the legislative day of September 9, 2017, for the Speaker to entertain motions that the House suspend the rules.
