Res. 509 — "Providing for consideration of the Senate amendment to the House amendment to the Senate amendment to the bill (H.R. 601) to enhance the transparency and accelerate the impact of assistance provided under the Foreign Assistance Act of 1961 to promote quality basic education in developing countries, to better enable such countries to achieve universal access to quality basic education and improved learning outcomes, to eliminate duplication and waste, and for other purposes."

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson (SC) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson (SC) objected to the voice vote and made a point of no quorum and the Speaker announced that further proceedings on the question of agreeing to the approval of the Journal would be postponed until later in the legislative day. The point of no quorum was considered as withdrawn.
