ADJUSTED WHOLE NUMBER OF THE HOUSE - Under clause 5(d) of rule 20, the Chair announced to the House that, in light of the administration of the Oath of Office to the Gentleman from Utah, the whole number of the House is 434.

The gentleman from the Utah delegation, Representative Rob Bishop, addressed the House and introduced Rep. John Curtis, Third District, Utah.

ADMINISTERING THE OATH OF OFFICE - Representative-elect John Curtis from the Third Congressional District, State of Utah, presented himself in the well of the House to take the Oath of Office administered by the Speaker of the House.

The House received a message from the Clerk. The Clerk transmitted to the House a facsimile copy of a letter received from the Honorable Spencer J. Cox, Lieutenant Governor, the State of Utah, indicating that, at the Special Election held on November 7, 2017, the Honorable John Curtis was duly elected Representative in Congress for the 3rd Congressional District, State of Utah.

Considered as unfinished business. H.R. 3071 — "To require executive agencies to consider equipment rental in any cost-effectiveness analysis for equipment acquisition, and for other purposes."
