DEBATE - The House proceeded with 10 minutes of debate on the motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to redistribute funding throughout the bill for specified programs.

Mr. Maloney, Sean moved to recommit with instructions to the Committee on Agriculture.

The House adopted the amendment in the nature of a substitute as agreed to by the Committee of the Whole House on the state of the Union.

An amendment, offered by Mr. Massie, numbered 25 printed in House Report 115-679 to prohibit federal interference with the interstate traffic of unpasteurized milk and milk products between States that allow the distribution of unpasteurized milk or milk products for direct human consumption.
